Pre-removal Risk Assessment

Your negative decision does not have to be fatal. You may have other options, inclusive of a PRAA available to you in the event you are faced with the possibility of being removed from Canada. Not everyone is eligible to receive a PRAA and it requires that you demonstrate that:

  • you would be in danger of torture
  • you would be at risk of persecution
  • there would be a risk to your life or of cruel and unusual treatment or punishment
A Canada Border Services Agency (CBSA) officer will decide whether to issue you with a PRAA. In making this determination, the officer will also consider whether the 12-month waiting period have passed. In some exceptional cases, the PRAA may be issued before 12 months. You may not be issued a PRAA if you:
  • made a refugee claim that was ineligible because of the Safe Third Country Agreement
  • were found to be a Convention refugee in another country that you can go back to
  • are a protected person and already have refugee protection in Canada
  • are subject to extradition
